Notification on new messages is missing when app is back from deny net access mode

Hi, 

I'm trying to restrict network access (Wi-Fi & Data) to Gmail and WhatsApp, i.e. no access for certain period of time. The problem is that whenever there were new messages in "restricted" time, then they don't pop-up automatically when "unrestricted" time kicks in. However if they are received in "unrestricted" time, then they do pop-up. Now I have to open apps and see, if there are any new messages. What I would like to achieve - is to disable network access to these apps, and if there were new messages in "restricted" time, then to get pop-up in for all new messages in "unrestricted" time. Thus if there were no messages, in "restricted" time, then I won't open these apps to check for new messages.
