Add ContentObserver to monitor for changes in Secure/Global/System settings

This is a very basic feature that should be built in to Tasker. It will open up automation based on toggling of settings, many of them OEM settings, that were never before possible.

For example, I could monitor for changes in the status of Night Light and then act off of that by, for example, changing between a Light/Dark theme.

Is not a bad idea. It would be very useful, and not only for Settings. It could be used to monitor other parts of the Android too!!!!!

I need state and event to monitor system/global/secure settings.. All this time I'm using "Secure Settings" and "System Settings for Tasker" plugins for it..

Also I need to monitor "getprop" (system properties) and system file changes like on /sys/class/power_supply/battery/temp without opening it first if possible for monitoring battery temperature with event trigger

It would be good if it works on lower android versions also like 5.1( mine) :p
