Data->Restore->User Local Backup should always be available as an option

A common use case for this request:
0) Freshly wiped device 
1) Install and Launch Tasker 
2) Try to restore recently downloaded local .xml backup file by navigating to Data->Restore

Current implementation of the restore/backup feature is poorly designed as it is blocking this likely common use case.
