Fix tether/hotspot toggle in Oreo

The issue I have with the "Nougat+ Tasker Tethering Control" is that it only works when I let it install to system, which I'm pretty sure will break future OTA updates. (OG Pixel, Oreo 8.1 march 2018)

Unfortunately that's an issue with your network provider. They are restricting this and apps cannot make it available, sorry! Wish I could help!

Just to let you know that I managed to fix wifi tethering! :) Will be available on the next beta!

I just upgraded from stable to beta in hopes that I could control WiFi Tether on my non-rooted Samsung S8 (model number SM-G950U on Verizon / USA, android 8.0.0) but I still run into the "Neither user [x] nor current process has android.permission.TETHER_PRIVILEGED" error. The "Nougat+ Tasker Tethering Control" plugin has the same issue for non-root. One of the answers on that stackoverflow question has some very recent comments so perhaps there is still hope: https://stackoverflow.com/a/49356255/3273105
